What is EMVCo’s EVOP initiative?

As EV adoption accelerates globally, supporting the charging infrastructure to meet growing demand is an urgent priority for industry stakeholders and policymakers across the world.

A challenge for EV drivers today is the charging payment experience, as they may need to register for multiple proprietary EV station accounts. This causes unnecessary friction and inconvenience during the charging payment experience.

EMVCo’s mission is to examine how this fragmentation could be addressed through an open payments approach.

EMVCo launched its EVOP initiative to explore the development of a global, interoperable, secure payments specification. It is investigating the potential of leveraging the widely adopted ISO 15118 Standard – which specifies a digital communication protocol between the EV and the charging station – to enable a simple, secure and seamless card-based open payment ‘Plug & Charge’ experience for drivers across different EV manufacturers and charging stations.

Simple and Consistent Payment Experience

Drivers would be able to pay for charging with their preferred payment card, reducing the requirement to sign-up for various memberships, create dedicated accounts or pre-load funds – making the charging payment experience as convenient as paying for fuel at the pump.

Increased Choice and Flexibility

An EVOP Specification could support multiple card-based payment data sources to reflect different payment preferences and use-cases, as well as co-existing with and complementing other payment options.

Simplified and Scalable Deployment

An EVOP Specification could remove the need for external payment acceptance hardware to be installed and/or upgraded on charging stations, while minimising additional security compliance requirements.

Would an EVOP Specification align with other industry standards?

EMVCo is investigating the potential of leveraging the ISO 15118 Standard. ISO 15118 is a globally interoperable standard that is already widely adopted in the marketplace by various EV manufacturers and charging station operators. It has also been integrated into both proprietary and national charging standards.

By leveraging ISO 15118, EMVCo would maintain its proven approach of utilising existing industry standards within its specifications, enabling it to focus on dedicated payment considerations.

A specification, however, would be designed to offer flexibility. EMVCo continues to engage with industry stakeholders to explore the potential to support additional digital communication and charging protocols in the future.

Why is EMVCo best placed to investigate the EV charging payments challenge?

As a global technical body that helps make safe, reliable, and convenient card-based payments possible anywhere in the world, EMVCo has a proven track record of bringing the payments community together to create increased trust, consistency and reliability to emerging solutions. It creates and manages EMV Specifications and programmes, which provide a foundation on which secure and seamless payment products can be built.

How is EMVCo engaging with the wider industry on the EVOP initiative?

EMVCo recognises that industry insight and expertise are crucial to ensure a specification addresses all relevant use cases and requirements. As such, it is collaborating with stakeholders across the EV ecosystem such as CharIN, the International Organization for Standardization (ISO) and the Secure Technology Alliance. Further to this collaboration, it is also actively encouraging and seeking wider feedback and input from EV industry stakeholders from around the globe.
